ABOUT THE ROLE

Oversee & drive the development of the strategy for the Special Cultural Zone Department from inception to completion and ensure the alignment between SCZ cross-function and the client to ensure all assets being realized within the Special Cultural Zones are fulfilling the vision and Journey through time masterplan. Develop asset management approaches, financial modeling, and end-of-use modeling, amongst other requirements for selected villages and assets.

Key Duties and Responsibilities

Functional Responsibilities

  • Develop overall strategy for the Special Cultural Zones Development function within the Development, Design & Implementation vertical that aligns with the sector objectives

  • Manage and oversee the contracting process and oversee the performance of related stakeholders.

  • Manage and oversee RIBA 0-2 program and act as proponent and asset owner for selected projects under each zone

  • Develop and manage briefs, development approach and business cases for selected villages and assets

  • Develop, review and implement agreed development processes and standards and advise on the necessary updates and improvements related to design guidelines.

  • Oversee and contribute to the preparation of the Department's annual budget and monitor the financial performance and the procurement recommending methodology according to project needs, design submissions, and construction work programs.

Managerial Responsibilities

  • Contribute to the sector’s short-and long term strategy from the Department's perspective in line with client overall vision and mission.

  • Develop the Department's strategy, objectives, KPIs annual operational plans and ensure plan execution is meeting the targets.

  • Prepare and submit the Department's annual budget for approval taking all planned activities and necessary investments into consideration by monitoring the financial performance.

  • Oversee the development, maintenance, implementation and adherence of the department policies and procedures as well as the overall performance of the department and ensure KPI’s are well developed, cascaded, communicated and monitored.

  • Ensure effective staffing, professional development and deployment of staff of the sector in consultation with the Sector Executive.

  • Direct the Department's connection to its customers, whether internal or external, to ensure customer needs are met effectively.

Knowledge, Qualifications and Skills required

  • 10 Years of relevant experience, with 5 years in a managerial role 

  • Bachelor’s degree in Business Development, Architecture, Design, and Construction Management.

  • Excellent communication skills.

  • Project Management skills. 

  • Decision-making ability and leadership skills 

  • Time management and organization skills 

  •  Strategic Thinking. 

  • Written and Oral proficiency of English language 

  • Familiarity with standards, regulations, best practices, and performance standards ∙ Strong data and analytic skills. 

  •  Maintains a high standard of professionalism, presentation, personal integrity, and customer support.Bachelor’s degree in Business Development, Architecture, Design, and Construction Management.
